To everyone with mid to high end gear!
If you have mid to high end gear and the game still feels weird or floaty, consider using Vulkan api (-vulkan in launch options) and cap your framerate 5 fps above your monitor refresh rate (this mostly eliminates tearing).

The game feels a lot smoother after I did this. K/D went up considerably and shots seem to land more easily.

Vulkan has a lower framerate than dx11 in general, but the frames are more consistent!

Nope, no placebo. I actually feel less sluggishness in the mouse and see less screen tearing with Vulkan.

About the original post.. For me there's no difference between Vulkan and DX. Solid 300 fps (fps_max 300) @ 1080p, custom settings. The game is not stuttering, frametimes are consistent and there's no fluctuation in fps.

This is on i7 13700K, 3070Ti, 32GB DDR5 and m.2 SSD @ Win 11.

I've heard that people are getting lot of stuttering and frametime issues in games @ Win 10 combined with 12th-14th gen Intels. It's most likely Windows 10 not knowing what to do with the efficiency cores proper.

I can't confirm this because I only have copy of Windows 11.

You could try a software called Process Lasso. This has solved ♥♥♥♥ ton of problems for people who are rocking a modern intel CPU and Win 10.

Oof. Are you running latest firmware, drivers and bios? Some people claimed that either turning the game mode off / on in windows helped them. Have you selected best performance in power settings?

I'm out of ideas after these. Sorry.

I keep all drivers updated on the regular, but thanks for the tips. I'm fine with havok running my game the way it does. Also finnicked around with game mode in the past. Doesn't really change much.

Just wanted to help users out who were facing the same issues.
