CS2 update stuck at 0%

After re-installing CS2 it goes into update mode and it's stuck at 0%.

Downloading the game is fine, downloading update from other games is also fine, the only thing that I can't download is a 165MB update in CS2.

Any fixes?

Tried downloading again, the game downloaded, the update is stuck.
