Apple did the best consumer ARM architecture implementation yet (on the consumer PC space) with their M series cpus and MacOS - windows as an OS, the developers who develop for windows (do they even consider ARM?) and windows ARM CPU vendors (I think there's only Qualcomm so far?) are still FAR behind of apple when it comes to supporting ARM; you can't even get half the apps you would get on a Mac ARM system on a Windows ARM system - and I think apple actually encourages you to make an ARM version of any x86 existing Mac app you published earlier,so maybe thats also helping.
so no,it's not "cosmetics over performance",it's "cosmetics with expectational performance"

also,just adding further - every smartphone runs on ARM (with the exception of those weird ASUS ZenFones from 2016 with an intel atom in it).
Also did you know? ARM also has different iterations that improved upon every iteration (ARMv1,ARMv2,ARMv3,ARMv4,ARMv5,ARMv6,ARMv6-M,ARMv7-A,ARMv7-R,ARMv7-M,ARMv7E-M,ARMv8-A)
cs2 becoming Graphics intensive further reduced performances on Macs , would recommend getting a cheap 2nd hand used gaming PC from Ebay/local market
