Whether you use steam overlay on , or off/ the xbox game tab/ nvidia/ amd / Discord/ ETC> All affects stability of a full screen game, hence, try borderless, or windowed; :? may look uglier than intended; but still, stability; right?

Not true. I play so many games in fullscreen and can alt + tab out without problem.

You are correct CS communicates more directly with the the GPU when fullscreen-enabled. However the game having problems with persistent state when the application loses focus is a real problem that only valve can fix. Other games / engines don't have this issue as they handle the state management much better for when the window loses focus. There are so many proven solutions to this problem.
It isn't really all that consistent either, as you can tab out-in 9/10 times without issue, but that 1/10 times you are then kicked from the game and have to rejoin + lose a round...
My professional opinion as an actual dev with years of experience: this is a solvable problem, afaik valve are unaware of this due to how unpredictably it occurs.
CSGO also didn't have much problem with alt tabbing in 2015 then as it got more updates it stopped working, then I remember that they updated directx 9 to 9ex which was supposed to have less overhead on CPU, it really helped with alt tabbing and after some time passed it again stopped working. I'm not sure if it's because of win 11, which is also ♥♥♥♥, CS2 or AMD drivers but alt tabbing was either laggy and hanging entire system, sometimes causing driver timeouts or crashing the game in both fullscreen and fullscreen windowed modes so far. Yesterday I updated the drivers and decided to test if it's working and right now it seems to work ok but only in fullscreen windowed mode.
