Use windowed mode, not fullscreen.
This has not been an issue on windows 10, and is not an issue on Garuda and only cs2 has this issue.

I'm a game developer and have been working with low level systems for a while now, especially on Linux.
I do not recall any limitations with graphical APIs or drivers that could cause an entire operating system to brick itself when alt-tabbing.
If you mean Source Engine games have issues with alt-tabbing, then yeah; that is fairly well known. But CS2 runs on Source 2 and source 1 never froze your entire system when their issues occurred.
Please do not spread misinformation on a subject you may have no clue on.

People don't setup their paging files CORRECTLY< they stick to windows defaults,
SYSDM.CPL is overlooked by all these PC newbs; especially since we passed 4GB RAM 32bit limitations...

Latest vcredist redistributables almost always missed too, and for some reason Steam installing these common works are not ever the newest/?!@
Short answer: I have start playing games from 486 era and have experience different Windows versions, DirectX versions, Games starting from 90's, old PC parts. I have experience lot of BUGS and ERRORS past +20years and I am one of those who saw Google search engine and YouTube site appearing.
One common thing is, kids are demanding impossible things from games. One thing is to play two latest AAA game same time on different screens. Not only alt+tab + streaming

Please, kindly stop talking out of your ass. Unity based games have supported Alt-Tabbing while in Fullscreen mode for years. Unreal games seem to do so too, at least Deep Rock Galactic does. Source 1 games do too, I do it all the time when playing TF2. Even games with in-house engines rarely have issues. Supporting Alt-Tabbing is not some technological miracle that the poor AAA developers can't replicate.
Being able to Alt-Tab is a necessity, especially for those who only have one monitor. There is no valid reason for this not being supported other than Source 2 being new and having a few bugs, which need to be addressed.
The ultimate irony of your statements is that I'm writing this while Alt-Tabbed out of Oxygen Not Included.
