CS2 crashing when opened

My friend has this problem where CS2 crashes every time he launches it. His CPU is 13th Gen i5 13420-h, GPU is RTX 3050, 32 GBs of RAM. He tried uninstalling and reinstalling, updating GPU drivers, verify integrity of files, launch with -vulkan, and waiting for CS2 to respond. If any of you have solutions to this, please help us out.
