people like to fry their hardware without knowing what hertz and fps even mean.
sync your fps with monitor's hertz.
use upscaler to reduce GPU load.
also check your RAM and VRAM usage, could be due lack of RAM
you probably running unlocked fps, which is the cause in 99% of cases for poor performance. -> ofc i am playing with unlocked FPS.

I see that many players have same issue.
You also need the latest vredist redistributables on a new Windows install,
as well as .net 8
