Report a translation problem
The makers of the hacks have won.
The ones that do get caught are blatant and even then valve lets them get away with it for several months before the ban is applied.
Behind the innocent "gameplay improvement" a hack is something that modified the original program (legal copyright issue), breaks system security, committed various other crimes against the company and developer such as costing them money to patch or setup stuff.
It can get your account suspended.
It already is the game with most cheaters but its not as worse as RDR 2 where cheater can control another player actions
The irony is funny.
As they know this is not happening they are hiding behind open phrases like this.
So all in all it is ok to install hacks and cheat as much s you like, but hey, its at your own risk. Sounds not that focused to solving the problem!
We live in dynamic times, maybe this is the "new normal" (I leave it here for deeper reflection).
