Check all your drivers. Make sure PC battery mode and all that stuff is set for performance. Check NVDA control Panel as well.
You will always have higher FPS in most game menus..
If you get 300fps like me or better with my specs, someone who doesn't have decent hardware, you can get a 1-3 second peak advantage on people. I'm not kidding.
CS2 was not even out with my last GPU I had.
Talking more to the op then you, hard to tell if he bought a new gpu that are worst then hes old one if hes not telling us the old one.
In all games expect CS2 I have more FPS than before.

Why my Ryzen doesn't work in CS? Example - in God Of War or We Were Here Forever I have 70-80% CPU utilization.
What do you mean with your ryzen dosent work in cs2?
That sounds perfectly fine, its not meant that your cpu and gpu should work 100% so you have found a good balance there for cs2.
