Is buying and selling skins allowed through third party sites?
I am just making sure as I do not want to break any of Steam's TOS.

buying and selling is ok i do it all the time , its a little different when it comes to gambling sites though its kind of a grey area , to be safe i'd say don't use those sites.

Just make sure it is the correct url and not a phishing lookalike. There is a whitelist on reddit

Steam market is the ONLY 100% safe market for skins. Please beware all other markets many of them are scams and there is NO gaurantee your skins are safe unless you use the steam market!

No it's NOT it's fair because of the safety and security costs to Valve it's a VERY fair price to pay

You can, most of my skins I bought on csmoney. Just be careful with the fake websites to avoid scams (some of them even pay to display their false URL on google) - you're the only responsible for your items and steam does not recover them.

If you can't spot a fake website, you should steam on steammaket

They are already making millions with or without the fee. Fair would be 5%
