Report a translation problem
It's starting to look like a firewall issue, but not sure what i can do to resolve it. i've played with firewall disabled but that didn't change anything, i've tried adding cs2 as an allowed application, but that hasn't solved the issue either.
Just not sure what i can do about it

That doesn't look good. You need to open this folder - \Steam\steamapps\common\Counter-Strike Global Offensive\csgo\materials\panorama\images\icons.
delete skillgroups and equipment folders (so that they are reinstalled).
I don't think this will solve your problem, but it will go for a start.
Then try this command console: net_maxroutable 1100 (1150 might work?)
what is the default value in console? 1200?
Also try to turn off steam overlay for cs2 and delete in-game overlay data
Sounds like a router firewall issue. after adding CS2 as firewall exception in your router settings, does this still in console?
Do you have any antivirus installed? ESET maybe or something else
I have so many thoughts about your problem. But I'm confused that everything works on the mobile network. As usual, your laptop is connected to the Internet? LAN or wi-fi?
For example, can you spectate a match in Dota 2?
1. folder doesn't exist, breadcrumb goes as far as \Steam\steamapps\common\Counter-Strike Global Offensive\ but there's no folder named csgo, there's one named game with csgo in it, there's a folder in there named panorama, but it does not have an images folder, couldn't find an images folder anywhere. I only recently did a clean reinstall and verified integrity several times.
2. changed from 1200 to 1100
3. overlay wasn't enabled and i cleared the cache, i think i did these steps previously
4. added cs2 as an exception, issues persisted, turned off firewall on device, no change. disabled firewall on router, no change.
5. Just Windows security's own firewall.
6. it's connected over wifi
Haven't tried Dota 2, did try Team fortress 2 if that uses it?
