Sorry to hear you have it as well, I hope we find a solution at some point because I could not find anything anywhere. This will be showing up to people on google at some point.
FINAL^3 UPDATE:
23H2 started stuttering even with updates turned off. I had to fresh install 21H2 from a USB I made a while ago. Gonna wait until 23H2 is stable and cant do more tests because I use my computer for work.

turn off vysync , you only need gysync on.
my guess is that for your issue the vysync just adds more input lag causing you this stutter.
Thanks for the reply. I have been going off the data from blurbusters and haven't noticed it having any issues in any other game other than this one. V-sync is off in-game but on in panel. You wanna turn it on only for your monitor for competitive FPS games I suppose. Could be turned on ingame for story and chill games to fully take advantage.
I also suggest you to check out how to setup msi afterburner + rivatuner to watch %1 and %0.1 fps values (values can be seen after launching the game in -allow_third_party_software mode in a local map (I test mine with dust2) with infinite warmup mode). If those values are having sudden dips below 100 FPS every few seconds that is exactly my situation.

I turned off memory integrity but did not check if hyperv was active. I remember checking which windows features are enabled and disabling a few print related ones but I guess I would notice if hyperV was enabled
Your problem sounds different and quite bad. I'd check the memory and then disk first for file related issues.
I've spent another day testing whats wrong with my system that goes nuts with windows 11 23H2. I decided to disable all services and it fixed my issue. So I reactivated a dozen of them and tested each time.
What was causing the stutters for me was "Power" service. Stutters comeback when it is enabled. I've now enabled everything else and stutter is not present.
Also for valve's information; the value that was spiking up when my fps went down was the value right after the one labeled as [Ping/Latency in ms] in the related reddit post.(https://www.reddit.com/r/GlobalOffensive/comments/17ckxnp/lets_reverseengineer_new_client_informationstamp/)

i have the same issue i think, i re installed windows a few days ago, and now i get mad stuttering but my fps stays consistantly close to 100 if not above 100, ive tried everything and still nothing. could you give me some insight into this please?
If you think your fps stuttering (acceptable fps value but frequent drops and stutters) started after windows 11 23H2 disable "Power" service by following these steps;
1- press "Windows + R" keys, type "msconfig", hit enter
2- go to "services" tab, find "power" uncheck it, restart
if your power management mode is on high performance, set it to balanced. That was the real fix.
I saw the first version of your post and did a little bit more experimenting. Turns out high performance mode is selected on my sytem and that causes the stuttering in 23H2 (Had the same on 21H2 and stuttering was not present). I've i9 14900kf + rtx 4070ti for reference.
Disabling gamebar but enabling gaming mode alongside with other improvements does not hurt I suppose.
