stuttering issues with windows 11 23H2 - (Possible Fix)
TLDR: If you think your fps stuttering (acceptable fps value but frequent drops and stutters) started after windows 11 23H2 and if you are on high performance mode, set it to balanced. I dont know what they changed but it seems to be broken.

I got a new system for work and played some cs2 to test it. At first it was flowing like butter.
Then yesterday it started to stutter every 3 seconds.

I reverted all overclock/tuning I made to see what caused the problem. After 5 hours of testing various options I tried to check things with rivatuner and saw %1 lows were going below 10fps with average of 800fps (dust2 no bots, 2k low no fsr) I tried everything and it did not get any better. Even main menu was having random fps drops below 10.

Finally when I was about to give up I reverted the windows 23H2 update and magically %1 lows were back to 200+. I see a lot of people complaining about stuttering issues with good systems already (mine is i9 14900kf + rtx 4070ti now) so be aware before you do this update on a windows 11 system or share if it has affected your game performance in a different way.

MM lowest fps values when stutter happens;
FPS -> 800+
%1 lows -> 10~
%0.1 lows -> 10~

Also caused inconsistent framerates in many other games;

---FINAL UPDATE---
The main problem was not with 23H2, the problem begins when you update from an older version of windows 11 (21H2 to 23H2 and 21H2 to 22H2 both caused stutters). I've made a clean install of 23H2 and I'm no longer having any stutter issue.

Fresh install of 23H2 was okay but it got ruined when I did extra updates. I made a recovery point before I turned updates on so reverted back to that.


FINAL^3 UPDATE:
23H2 started stuttering even with updates turned off. I had to fresh install 21H2 from a USB I made a while ago. Gonna wait until 23H2 is stable and cant do more tests because I use my computer for work.


ANOTHER UPDATE:
I gave a break to cs and updated to 2h23. Not having too much problem in other games for now. Might test again in a few weeks idk.


POSSIBLE FIX/SOLUTION!
I've spent another day testing whats wrong with my system that goes nuts with windows 11 23H2. I decided to disable all services and it fixed my issue. So I reactivated a dozen of them and tested each time.

What was causing the stutters for me was "Power" service. Stutters comeback when it is enabled. I've now enabled everything else and stutter is not present.

Also for valve's information; the value that was spiking up when my fps went down was the value right after the one labeled as [Ping/Latency in ms] in the related reddit post.

I hate people who comment about things they dont have a clue about. What does vsync have to do with a problem that is %100 softare related.

How will vsync fix sudden fps drop from 800+ to 8? Its like putting a bandaid over someone that got hit by a nuke.

The latest November update for 23H2 causes CPU performance degradation, if you install 23H2 make sure to DISABLE Windows Update until this gets resolved (somehow). Those having performance issues can do a quick test benchmarking Cinebench / Geekbench / 7-zip built-in benchmark / 3DMark CPU score... I'm seeing a lot of people complaining about much reduced CPU scores compared to those they were getting on 22H2, GPU benchmarks are not affected though.

Sorry to hear you have it as well, I hope we find a solution at some point because I could not find anything anywhere. This will be showing up to people on google at some point.

I'm also having stuttering issues that I didn't notice before. This is the only game I've noticed it on. It's not all the time and definitely still playable, but also noticeable. I'm using a g-sync compatible monitor and have V-sync and G-sync on in the Nvidia control panel for all games. All other games run fine other than this one. I figured it was a server side issue since it came out of no where, but not sure.

You wanna turn it on only for your monitor for competitive FPS games I suppose. Could be turned on ingame for story and chill games to fully take advantage.

I also suggest you to check out how to setup msi afterburner + rivatuner to watch %1 and %0.1 fps values (values can be seen after launching the game in -allow_third_party_software mode in a local map (I test mine with dust2) with infinite warmup mode). If those values are having sudden dips below 100 FPS every few seconds that is exactly my situation.

When I updated to 23H2 I felt a performance drop, noticed windows security automatically turned on hypervisor and memory integrity, I disabled both of them, and have had no issues since. Average 450+ Fps with no drops or stutters. Also if your using 2.4g Wireless Peripherals make sure theres nothing interfering with the connection, had a friend who was have stutters from his wireless mouse picking up interference (some weird stuff but when i had him move his receiver dongle to an extender it fixed it his stutters)

Lol , u have problems with perfomance. U are lucky. This game is crashing after 1 match and then when i join to another game- it crashes with 0% of loading of "missing files"

I turned off memory integrity but did not check if hyperv was active. I remember checking which windows features are enabled and disabling a few print related ones but I guess I would notice if hyperV was enabled

Your problem sounds different and quite bad. I'd check the memory and then disk first for file related issues.

i have the same issue i think, i re installed windows a few days ago, and now i get mad stuttering but my fps stays consistantly close to 100 if not above 100, ive tried everything and still nothing. could you give me some insight into this please?

If you think your fps stuttering (acceptable fps value but frequent drops and stutters) started after windows 11 23H2 disable "Power" service by following these steps;
1- press "Windows + R" keys, type "msconfig", hit enter
2- go to "services" tab, find "power" uncheck it, restart


if your power management mode is on high performance, set it to balanced. That was the real fix.

Probably wouldn't hurt to disable anything Xbox-related while one is in there too?

I found turning on System > About > Advanced System Settings > Advanced TAB > Settings > Adjust For Best Performance got rid of stuttering and smoothed-out the whole trip quite a bit.

High-end system on Windows 11 Pro 23H2

I saw the first version of your post and did a little bit more experimenting. Turns out high performance mode is selected on my sytem and that causes the stuttering in 23H2 (Had the same on 21H2 and stuttering was not present). I've i9 14900kf + rtx 4070ti for reference.

Disabling gamebar but enabling gaming mode alongside with other improvements does not hurt I suppose.
