Low fps on a okay good pc
Hi.
I get around 120-150 fps and it really stutting.
i think i have a pretty decent pc.
i7 8700k 5.0 ghz
(8x4) 32 gb ddr4 2666 mhz
rtx 3080 iChill
resolution: 3840x1080 32:9 UltraUltrawide monitor 144hz G-SYNC. 49"
The game is install on a ssd.

command i have use but with no luck
-novid -nojoy -high +cl_forcepreload 1 +violence_hblood 0

I7, 16gb ram, gtx960...8 years old pc and 180-200 fps...something you do wrong..

first problem already, why you running unlocked fps if your monitor can't support over 144?
that's why game is "stutting" .. you mean stuttering?
i see so many of those topics where people have no idea why you shouldn't run unlocked fps .. unlocked fps = revving ferrari on 1st gear and complaining that speed is low and engine is overheating

2nd, enable FidelityFX and set it on performance.

other things to change:
put shadows on low
turn off AA or put it on low

I have GTX 1080 and i run it in 1440p @ 60fps, no stuttering, no lag and my GPU usage is only 25-30% while playing.
also why you have 32gb RAM? are you running multiple game servers at same time while playing? people like to buy insane amount of RAM without even understanding what RAM is for.
having more RAM, doesn't make games run faster.
instead of buying 32gb RAM, you should spend that money on 12-16gb higher speed RAM, like 3400mhz or higher, because speed of RAM can make games run better.

also make sure you don't have any background programs running, if you're on default win 10 or 11, then there's tons of garbage running on background.
use "O&O ShutUp10++" and disable some spy-stuff, it makes windows run much faster without some garbage eating up your resources. there are others tool aswell to make windows faster. disable updates and any kind of automation stuff.

Your PC is in bottleneck because of your 2017 CPU.. reminder that CS2 uses more CPU utilization than VGA so your 3080 is in no use here

I used i5 12400F and is able to run 300+ fps

1: Yes i mean stuttering sorry.
2: when fps is Unlock it feel faster reaction time on my mouse.
3: 32gb ram because i play a lot of dayz and arma 3 and im using chrome in the background
4: My ramspeed are slow yes but that have a verry low in pack on the game fps.

That's commands for old CS engine version, thay don't work on cs2.
