Thanks Valve, never in my 8 years of CSGO have I seen such an error once.
But today, when this happened and all frustration broke out, I went to Steam -> Settings -> Downloads, and top Right, change your download region from your current region, to a different region near you. I went from US - Seattle to US - Los Angelos. It made me reboot steam client, but I launched CS2, clicking Play, immediately starting downloading content and was able to load back into CS2.
So, makes me think it's a local outage that prevents it from downloading content? Either way, I'll keep this method in mind for when this happens again, as it inevitable does. I hope this help someone else avoid a cooldown for something out of your control.

So if u have this issue then update other games or disable auto-update and u should be ok.
But also:
cleared cache - didnt work
Moved downloading to other region : didnt work.
Updated other games which were waiting for update. Now its ok. maybe it helps.
