This is more likely something valve could do but it is still unlikely
It's more than just a graphics card that makes this game run. You may well be able to run CS2 on a GPU with 2GB of vRAM, but I can't imagine you'll be able to do it whilst also having a budget CPU.
I've recently just upgraded my rig from a Ryzen 5 1600 with an RX 480(which ran perfectly fine in CSGO) to a Ryzen 7 5800X with an RX 6700XT, because I was struggling to maintain above 100 fps on max graphics in chaotic situations, like when a lot of nades and/or smokes go off, my FPS would dip to around 75 during those situations. It would be even worse on maps like Ancient and Inferno.
Now I have no such issues.
