Valve's servers are in a city next to mine, I usually get 20~30ms ping, I donno why I got 0 ping.
And it's not peekers advantage, it's just different
Normally the player with 0 ping is the host (the server). You see this in host-and-play modes, where you invite friends to a private game, you play and host the server for it.
I didn't check it back then, but it could be that Valve uses this for their matchmaking when there are players, but no available servers, they just make it host-and-play where the player that can provide enough performance being the host (and having 0 ping in that case)
Some ISPs disguise ping "for security purposes", so game shows false ping.
It exist for a decade , and you need to be extra lucky to live in some big city where it is available .
Also (in Europe) servers are mostly from Warsaw , Vienna , Frankfurt , so if you living in one of these towns , you'll have lowest possible ping .
