That's not how valve does things. After team fortress 2, they just do things, and then announce it.
It's also worth mentioning that anything on source that's somewhat current will be ported.
Perhaps old stuff too. Valve tends to do that.
It would be useful for the gamers with good pc-s, as the particles and maps would be updated, so the smokes or molotov smoke would be better and there wont be any hiding spots the ct's/t's can use, which makes them hard to see because they have something in the background which makes them hard to see, like that spot on dust 2.
Between long and A site, there was a spot where ct's could hide since the smoke from a burning car and green painted background, which was painted the same color as ct's on the team.
ValvE updated the map, and made it fair to play it now, but the fps count dropped for some players, since again, they updated the map.
CS:GO doesn't need Source 2, the game is doing fine as it is right now.
If ever, a new CS game will be released using Source. Its better to create a new game to show off the new capabilities of the engine.

If CS:GO needs something to be improved than it is the anti cheat system(VAC).
