Report a translation problem
In a game of competitive, you were reported for various reasons, leading to an Overwatch case being reviewed by a professional player.
Is it permanent?
A Majorly disruptive ban is when you've been reported and the overwatchers agreed that you were cheating in someway that was visually noticeable (walls, aim, etc..).
They are 100% permanent, will not be reversed, and will eventually turn into a VAC ban.
If you have been convicted by Overwatch then it is because a group of experienced players reviewed your gameplay and concluded that you were, in fact, cheating. More information on the system can be found in the FAQ here ( http://blog.counter-strike.net/index.php/overwatch/ ).
This post was from 2016... also a false perma-ban is unlikely, especially since your account is probably an alt considering you have only 3 games.

Minorly disruptive / moderate cooldown: This is a ban for ~1 month and is applied for griefers (intentionally ruining the game).
Majorly disruptive: Cheaters are usually permanently removed from the game.
So you got bannad for using some kind of cheat
