funny you mention this... I actually recently re-installed Windows 10 recently for a different reason (about a week ago actually), so this is a relatively fresh install.
The problem with running in Windows 8 mode is that for whatever reason the game runs sluggishly (no frame drops, but the game just is not as responsive as running in windows 10 natively...)
I'm also using the most recent drivers for the AMD GPU, but the problem persisted on the old drivers, too... I opened a ticket with AMD about it but haven't gotten a response from them yet. I also asked BenQ about it but obviously the monitor isn't the issue.

As you stated, it is an issue with your system in source engine games, which is quite strange. Perhaps disable FreeSYNC if you have it.
The BenQ monitor I have doesn't support it, but considering the fact that VSync fixes the issue when enabling it in CS:GO Video settings makes me think that perhaps getting a Freesync monitor would fix it, but that's a costly troubleshooting step.
I haven't tried re-REinstalling Winders though...
Either that or try your Nvidia GPU, making sure to use DDU (Display Driver Uninstaller) in safemode to correctly remove the AMD drivers.

Good idea... I just tried this, and uninstalled the nVidia drivers for good measure, in addition to the AMD drivers, and it didn't resolve the issue.
Man, this is really odd.
