Literally within 48 hours of people posting issues with the hitboxes and animation problems, they had it fixed.
The "subtick spray issue" and "jump issue" is probably on their list.

You can use aliases to try and skirt how the subtick is updating or whatever. That's probably what he means.
They'll probably fix it. It IS an issue and I've noticed weird-ness with spray myself
It's something to do with how each shot is being updated. It's staggered. Like, if you spray, there are shots being delayed without the alias fix.
I mean, people have raw data on it. That and with jumping. So no it's not just "cope".

its well known at this point that subtick inputs causes hitreg to run faster than the firing animation,
AKA you click mouse 1 the game does hitreg instantly but the firing animation still waits for the next tick to play. This it causes the game to feel a bit off when it comes to spraying or awp flicking since we are not used to the hitreg being done so much faster than in csgo.
subtick also changes how movement works in cs2
in csgo movement input was processed on each tick meaning any inputs outside this tick was ignored leading to some consistency,
in cs2 ALL inputs are processed this means your own inconsistent inputs are processed as well. leading to the game feeling a bit off.
by using alias commands or outside macros you can force the game to only process inputs on each tick and not instantly via sub tick.
for shooting this leads to you having much worse hitreg but the animation desync is no longer an issue so spraying and awp flicking feel like they do in 64 tick csgo,
for movement it makes cs2 only process inputs per tick leading to your movement being able to feel more consistent like in 64tick csgo. At the trade off of having some of your inputs dropped like in csgo.
being able to "de subtick" your inputs is actually not intended by valve so it will likely be patched in the near future.
