V-Sync and FPS are not the same thing. And I know very well the difference between displaying an image and rendering it on the GPU.
And personally, I notice a difference in the rendering speed of a discrete video stream between 200 fps and 250 fps when outputting to a 60Hz display. Well, I usually limit the FPS to 250 so as not to fry the GPU and not hear the noise of the fans, but the limit was removed to demonstrate the problem.

Wanted to say big thanks! I just had to uninstall amdvlk. Searched the whole internet and your solution fixed everything for me. The game now runs smooth on high settings
