Computer overheating on Menus

Since the change to CS2 my computer is has been working harder to keep the game running. I run the game somewhere between medium/high (using the rtx optimized settings) and have locked my frame rate to stay below 120. The game runs fine usually but for some reason heats my computer up quite a bit on menus, causing some of the fans in my computer (not sure if CPU, GPU, etc) to briefly speed up to cool it down. This could be the main menu, matchmaking menus, settings, or even the buy menu at round start. I recently changed out my thermal cpu paste which seemed to help but still seems to be acting up. Has this been happening to anyone else?
