CS2 is made on a new engine, its a new game.
And if you want any help, you need to provide some information. No one can help fix your problem, by just saying that it started the 13th of October.
What hardware do you have, have you update all drivers and so on.

RTX 3050 4Gb Mobile
16Gb RAM
Windows 11
All drivers are the newest
If it will help, laptop model is Acer Nitro 5
I had zero issues with this before i installed MSI Afterburner and put a heavy, albeit stable OC on my RTX 4070.....It seems this bug is only occuring when people are trying to play in 4:3 or non-native resolutions and stretching the image....
Obviously OP found his solution, but if anyone else comes across this post and have tried everything....
Try toning down your GPU OC if you have one. Uninstall or atleast close MSI Afterburner and RTSS. Worth a shot.
