Why is smurfing allowed?

Every game there is at least one smurf in premium. Sometimes they are boostign multiple people but they just dont get banned, why? Why just not perma ban those accounts as well as those that are getting boosted by these smurfs? Instead every round there is some idiot who needs to feed his ego while playing against low level players...

Valve have created lots of smurfs. My faceit lvl 10 friend got 1.k rating in premier despite 10 wins and 1 loss.

Because the match making is even more broken than cs go as if that was possible, and 4000 elo = silver to DMG.

Also, from what I can see, they reset the elo for every season, which means that every season you'll have to deal with inactive high ranks (insert GE) keeping you in the 4000 elo bracket mostly because they're not active. You were at 4900 elo and about to get out of the purgatory? Nop, here comes a casual GE queued with a friend.

It isnt legal to smurf according to Steam TOS, but Valve isnt doing anything against smurfs in CS2. They only ban smurfs in DOTA2, and only in waves after they ruined alot of games rather than banning them when they are detected.
