How can I add sprays to the game?

This isn't CS 1.6 dude. Different sprays in this game are sold as microtrasaction stuff and lootboxes. There is no way to add custom sprays, not officially at least. And adding them in some other shaddy maner probably will get you banned.

isnt it changing the inner core files of the game in some way ?

That's called modding. It's allowed, the game has a workshop page and it even has a tab for custom sprays. Although I don't think it supports any way to actually use a custom spray in-game aside from swapping the texture of an existing one. Only you would see the swapped texture since the file is only changed on your client. You won't get banned for that but you might not be able to join official servers as they more than likely have sv_pure on.

He wants spray that other people can see as well. Mods don't allow that.
