that is the only way in most cases.
how do you know you have packet loss? do you use in-game tool or do you use command prompt with ping command?
lot of people nowdays say "bad game" or "bad server", but really it's just their internet.
use cmd and run ping command, when you get packet loss, then check the ping command if it has any drops or timeouts.
if ping is fine in cmd, but getting drops in-game, then it's game server and nothing much you can do about it.
if your ping in cmd is not fine, then contact your ISP or check router and cables. if you're on wifi, then most likely that's the issue.
keep in mind that not all games are so sensitive to packet loss, some games require higher bandwidth. CS2 even has low bandwidth mode in case your internet can't handle it, try decreasing that setting aswell.
also if you're on shared internet, maybe someone is hogging it.
I use ingame tool, and it shows those lag spikes from time to time.
