FIX FOR STUTTERING ON AMD HARDWARE.
GO TO YOUR DISCORD SETTINGS AND TURN OFF ''HARDWARE ACCELERATION'' doing that fixed the stuttering alot however i still have small stutters from time to time however it is far less than it was before hope that it helps anyone

My AMD laptop only stutters when loading the map for the first time (both on DX12 & Vulkan), after that it's smooth.

Than you have some other issue, i can only spread the stuff that worked for me and i also assume most people might have discord running in the background

There is AMD driver that is fixing those stutter issues.
