you must run game at the fps that your monitor supports.
if you have 60hz monitor, then your monitor is NOT able to show over 60fps, it really is COMMON SENSE. running unlocked fps is your problem, that's why game stutters.
unlocked fps is for testing purposes only.
either use vsync or limit fps to match monitor's capabilities.
i've had this arguement ever since very first online games started coming out, people just don't understand WHY you should never run games in unlocked fps. they think that higher fps is better, but it literally makes NO difference if your monitor is not able to display it. as far as i know, best gaming monitors are only 144hz, so running 250+fps is like hammering a ferrari in first gear and screaming "WHY IT WONT MOVE ANY FASTER"
or its like those people who think that having MORE RAM will make games run faster ... you can have 10000gb RAM, it won't make your games run faster, just like having 100000tb SSD doesn't make games run faster, it's only capacity and it won't matter. you can run most modern day games with 12gb RAM just fine, 8gb would even work if you close all background programs. amount of RAM only allows you to run more programs at same time, like if you running multiple game servers or virtualization software so you can run multiple computers at same time, using same hardware.
I already said it's not my FPS tanking for a split second. The GPU usage statistics don't lie. I play in 4k with a 160hz monitor, and even with vsync turned on to lock the game to my refresh rate this happens. Dropping resolution (monitor's native is 4k btw, but you're going to say something stupid here too) didn't stop this from happening either.

Dude, your incoherent masterwork of a post tells so many wrong things.
Let's start off with vsync: you should try to avoid it as it adds latency. Ideally you would have freesync or gsync to avoid screen tearing, but it's a rare occurrence in modern computers.
About “if you have x herz monitor it's not able to show over that" yeah, but without the aforementioned technologies, it's not in sync with the GPU either. The screen receives frames on a best effort basis, so a frame the GPU produced is not guaranteed to be at the exact same time the monitor is refreshing. Having more FPS than that ensures you will have less latency, although it's diminishing returns at higher rates.
None of this would cause stutters, if anything the opposite.
Maybe there could be thermal throttling (which is why I set a FPS limit) but that would affect framerate too.
