there are some cs2 community server running at the moment
the server browser is a bit busted so you have to google search to find them.
csgo community servers are all still up and running.
unless valve specfically pays to buys the rights to it off them such as every skin added in the game or community maps they bought like mirage tuscan anubis nuke
valve does not have any ownership over any workshop content
