After ~70-80 matches of premier and some in MM I have only encountered 3 blatant cheaters and lost the game because of them. And later on two of them were VAC banned. So I wouldn't say it's everywhere.
Hate to be the person to tell you this but 99% of the time it's just better players destroying absolute noobs and this is because ranks seem to be quite messed up right now.
I find the most difficult games to be those where ranks vary between 5-9K. It gets much easier in over 10K. Same phenomenon was in play in CS:GO. The hardest enemies were always double ak-dmg. It got substantially easier in higher ranks.
Every time when you suspect someone not being clean, you should download the match demo and watch it. Seeing things from the suspects POV usually explains why you got rekt and it really makes you a better player because you see so clearly why you lost and were suspicious in the first place.
EDIT: For some reason the GOTV replay download-button has disappeared for me. Even in game match history I can't download anything anymore. It just says "the match demo has expired and is no longer available for downloading" for every match. I don't know what's up with that. Valve, pls fix?
