BLACK SCREEN
When I launch CS2, I am shown a black screen. Although, I can see my fps counter and the date of the release at the bottom of my screen. When I move my mouse, I can hear the sounds of each button and I'm able to interact with them, but I don't know where I am. I have already tried uninstalling CS2 and re downloaded it. How do I reset all my settings without actually doing it inside the game?

Have you fiddled with the settings before or is that your cs2 experience ever since your first launch?

My laptop isn't very good but can run CS2. I literally keep everything on low and I always have the application set to full screen. This is the first time this has happened, I used to be able to play at around 50 fps competitive and casual just fine until today. I just wonder if there is a launch option that can potentially reset everything. I can't do anything when I open the game. Thus, forcing me to just exit CS2.

You can try to go to your Steam Library, right-click CS, select Properties and in the General tab at the very bottom you can add launch options.
You can try adding your native resolution there like
-windowed -w 1920 -h 1080
and see if it works. If it doesn't you can reset all your settings by adding
-autoconfig
to your launch options. Remove it later if it fixes your issue.
