Как вариант через настройки видеокарты поставить нестандартное разрешение Full HD (1920x1080) и герцовку 240, и в самой игре выставить такое же разрешение.
И в герцовках будут нужные 240

Sorry, cant type in russian so i do it in english. Do you have 2 monitors plugged in or only 1? If you have 2 monitors plugged in, try to unplug the second monitor and check if cs2 gives you the 240hz option. Otherwise you could try to manually set the refresh rate for the game in nvidia/amd control panel for your GPU.
