FPS Limit doesn´t work.

Hey everyone! I need a little help with my graphic settings. I got a new PC and it can reach around 250-300fps at 1080p in CS2, wich is nice, but my monitor can only do 60hz. The settings say 60hz, but still I´m getting this 250+fps and therefore I got a lot of tearing going on. If I activate Vsync my mouse got a delay. I don´t know what this is called in english, but when i aim at something I can notice the crosshair is moving a moment later than my actual mouse movement. I got a AMD Radeon GPU, btw. Does someone have an idea how to actually lock the fps at 60, without uing vsync?
I´ll get a better monitor next week, but I´ll probably have to adjust the settings on that thing, too.

60hz is monitor refresh ,not fps cap... go to console and type fps_max 60

and dont use software frame cap unless game is not giving u that option,may cause input lag.

u can cap in adrenalin under graphics option i believe, frame control

vsync gives u an input lag,yes. thats why gsync and freesync are meant to be a better option

Use graphics card settings for locking fps. Driver level change works very good, stable and accurate. And dont use 60 fps locking because it will lead really big input lag (like adding constant 20 ping but for visuals and interaction with the game).
Use multiples values for your refresh rate. Let's say for example locking at 240-241 or 180-181

Does this setting stay then, or do I have to redo everytime I restart the game?
