Also, for some reason changing resolutions in Fullscreen mode just blackscreens the game for me (i mean that the game is open and working, and there's sound if i move the mouse over the UI, there's just no video), so i suspect that the mouse issue is specifically related to Fullscreen Windowed mode.
Like, you know that thing when games (especially older ones) use lower resolution than that of your monitor you can sometimes catch your mouse being pinned to the top left corner of the screen, especially if you ALT+TAB? Yeah, well it seems that that's why our mouse doesn't really want to move to the left or up, but right and down is fine.
After looking at issues on github i found this ( https://github.com/ValveSoftware/csgo-osx-linux/issues/3342 ) so probably they are going to fix it soon.
When it comes to your game blackscreening, if i were you i would try (that is if you have a way do it on your WM) things like forcing the game window via WM into "floating window class" and off of it, then same with forcing into fullscreen state and off of it then again into it (you might want to also check states of window focus etc).
A few years back had a simillar issue with other game (cant quite remember which one) and it seemed to remove the issue until the next restart for some reason, not sure its gonna work here but worth a shot i guess.
Issue present no matter how many Displays are present tho.
if u dont know how, you can just use xrandr and maybe cvt - depending on setup.
