This is why "CS2" became a skin walking parasite that stole CSGO's store page. It stole the page, stole the valor of CSGO's reviews and stats, stole our hard won achievements and then deleted them!
What's the point of achievements on Steam AT ALL if they just steal them from us? Especially as it was done out of pure greed to use the CSGO steam store page to FORCE it on to everyone instead of offering a superior product if you can and letting people choose it, as they did with CSGO when CS Source was being replaced the honest way.

Other than that you're right that even that GPU nowadays can run CS2 just fine. 105 fps on 1080p is fine considering that most play 4:3 1280x960 which probably boosts the fps to roughly 150.
I actually have a Gigabyte GTX 1060 6GB in my second gaming PC and should do some more testing with it. I bet I could even get more FPS than 150 with it.
my 4090oc often times disappoints me, so you can guess what i think about lowest end garbage like the gtx 1060.
i acknowledge though that it's all what casuals need to have fun.

but when this thing achieves 105fps at 1080p max settings it's obvious it's not cs2's fault that those clowns can't play it.
I also have 10+ PCs and as many laptops, some from before 2000 and then going up til now. I like to bench with them and keep them alive and they're great memories from the past. Those are most PCs/Laptops I bought new back then - and I got aole for free - and sell some from tile to time. My oldest PC is from 1995 and oldest laptop from 1998.
B2t: You're rightm It is clearly not vaoves fault. People just spend their money in wrong ways over a decade long period and then wokder why their office PC from 10+ years ago doesn't run CS.
if a 2070s is all you need to be happy at 1080p that's perfectly fine.
but that doesn't change the fact that there are many aaa games in which a 2070s at 1080p maxed out doesn't achieve more than a slideshow.
it's about expectations, money and what is important to you.
i for example am so thrilled for the 5090, because it will enable me to play aaa games from years ago the way i want it.
casuals will now say wtf are you talking about, because they don't understand anything and always only see themselves.
i personally play at native 4k with manually maxed out settings (and manually maxed out raytracing) and want at least 100fps for smooth enjoyable gameplay.
there are many aaa games, even from years ago, in which my 4090oc does not achieve that.
for example cyberpunk, ghost recon breakpoint, ghost recon wildlands etc.
while modern games give us dlss 2 quality, dlss 3 frame gen and dlss 3.5 ray reconstruction older aaa games don't have that.
this means i can't do anything against my 4090oc disappointing me.
btw i also love benching and overclocking.
i just finalized the oc on my 4090 and am currently working on the curve optimizer value for my 7950x3d.
after that i will start minimizing the ram timings.
