For those who's looking to change bots difficulty
Seems bot_difficulty command is not enough so try to disable auto-adjust difficulty of bots using command "sv_auto_adjust_bot_difficulty false".

I'm using "bot_difficulty 5" and also "custom_bot_difficulty 5" with auto-adjust difficulty disabled, seems bots at least starts shooting immediately and does strafe-dodging among with better accuracy.

Auto adjust is working good. They get better properly when I get better and vise versa.

After turning off automatic bot difficulty I tried all the numbers next to bot_difficulty and there is no difference.
