165hz is choppy

My monitor is 165hz and in game I always play 4:3 so I'm getting around 240-300 fps but for some reason having it at 165hz causes it to feel like I'm playing around 90hz or less. Once I lower it to 144hz it feels and looks smoother but not as my expectations, I wanna be able to play it on 165hz so it can be a bit more smoother. Anyone knows how to fix that?

Anything above 144Hz is a waste of money(also electricity). and if your arent a kickboxer or participate in any other kind of very fast pace sports or/and fightstyles you wont be able to see the difference.
And why play on 4:3 ? wtf is wrong with people theses days... you just have a very small field of view, wasting that precious screenspace. might aswell buy a 4:3 monitor from the IT stoneage.
So often i heard people asking me, how did you know he was there ?!"?!
And im just like "well he was on my screen, obviously" And they are playing 4:3 and have such a limited FoV that they die so many times because of it

Not sure if you have change that but if you go inside cs2, then video settings, look for display mode and under that you have to change the refreste there, Lunch commands dosent work anymore and it dosent lissen to windows what its setup so you have always need to manual change that.

fullscreen is not a default, windowed is, and FPS/Sync is unmatched in windows ,

Resize Bar off;
Vulkan API > DirectX-old-eleven

and 25hz difference, aint noticable at least not in the range from 100-200hz

Last update makes my monitor stuck at 60hz. Brightness slider doesn't work. Anyone else?

This doesn't happen when opening cs2.exe from Counter-Strike: Global Offensive folder.
