I think it was to mask low FPS? So when you're moving your camera, the game will imitate movement, and you won't see some clear still images.
The same concept from photography/videography applies here
If your shutter speed is too fast then you gonna have a jittery feel to the movement of the camera and objects within the scene
You gotta have motion blur to have motion fluidity unless you're playing on stable 300fps and 300hz monitor
Games without per object motion blur look generally awful and it's especially noticeable in this game
They broke motion blur ( it stopped working ) in CSGO some years ago
This game doesn't feel fluid enough to me on my 165hz vrr/gsync monitor when i limit my fps to 160 and it's not supposed to be this way
So this is the case in this game as it was with csgo ( after they broke the setting )
For those who don't like it for real can always turn it off
But the ability to have it should be there
Otherwise you can just have keybinds set by developers without the ability to change it, why not ?

But those 140fps on 140hz felt like 3000fps with 3000hz
