CPU and GPU utilization concerns in CS2
I think I have found the problem in this game. Seems CS2 isn't fully utilizing all cores, and CPU and GPU utilization isn't fully maximized to its full potential. Mind you, I'm using an i7 8700 and RX 5600 XT GPU yet I see in my overlay and benchmarks that it's only utilizing 40-50% in DX11 (in Vulkan it's worse, only 20-40%) while GPU hovers around 30-50% in both DX11 and Vulkan. This is not a high-end machine by a long shot but the game shouldn't have any problems running on this maching, operative word "SHOULDN'T". There's clearly something wrong here.

Is there a config file where this can be remedied? I think that's the solution to our problem. Even high end PCs are struggling in fps in intense fights with drops around 30-40s in crossfire and all players congregating around in one area. I think CPU and GPU utilization is the culprit here. COD Modern Warfare II has an .ini file where you can change the core renderer count to better make use of all cores. Is there a similar file in CS2?

Thank you for the information! I could never get CSGO to work well with my i7 3770 and GTX 1070 on Linux. It was poorly optimized and didn't take advantage of all of my hardware. I was hoping Source 2 would improve things, but from what you've said and my experience with CS2 it hasn't. My frame rate in CS2 is 30-50% that of CSGO. The only major thing that happens by lowering my graphics settings in CS2 from 4K to 720p is that it makes the game look worse.

I'll go play something else until I get a new computer in a few years unless Valve does some major optimizations. A game like this just isn't very fun for me if I can't maintain a FPS of 120+ at all times.

I can confirm that. I tried CS2 on a potatoe and I only get 10 to 20fps. However, the potatoe was not burning as it should be. Neither the cpu nor the gpu had significant load. I opened an issue on github.

Yes, I'm getting around 10 frames per second with my Phenom II X6 1055T, and it's only using 40% of my CPU (emulating the SSE4.2 instruction set). My GPU is a GeForce GTX 750 Ti, and it's using around 60%. Meanwhile, I can play RDR2, which also requires an SSE instruction set that this Phenom does not have, at 30+ frames per second.
I can confirm the same ,, I have ryzen 9 5950X + RTX 3090 + 128 GB RAM ,, still getting 30-40 FPS in intense shooting
