In your console you can use the ip command to set an IP, so for example open your console and type "ip {your lan ip}". Your friend can then type connect {host lan ip}. This worked for me when trying to let someone on my network join but could not get it to work over the internet since I need to sort out some things with my new ISP in regards to port forwarding.

@Jabber: better use VPN with friends, then you will be on the same "lan" to play over internet - I use RadminVPN, free and works fine. You can create private groups and your friends can join into them.
But, I can't play with my son on the same lan in practice mode with bots, as we did in CS:GO before. I am very upset! :-(

exactly.. also playing with my son, and we're in the same LAN and we can't play together like we used to in CSGO, very frustrating. there's even a "LAN" option for custom maps whenever you're searching, but it's not appearing there when you create server and can't use "connect <local_ip>:27015" anymore.

I can't get my friends to play if I can't have a good place to practice and teach, new players die so fast even in casual and playing bots solo won't teach you much.
