unable to start game

this window appears with a text saying:
error creating D3D device! this can occur because of incompatibility with some 3rd party applications

can somebody help me? i really want to try cs2 but can't because of this

Mine is that and I don't have that issue, I also have I5-7500 CPU still no issues I don't even lag, I run a solid between 100-130 FPS constantly in this game.

Somebody mentioned third party softwares, so could be between sketchy programs, anti-virusses etc running in the background or front end.
