i have an rtx 4070 laptop and always had stutters - i couldnt fix it but this helped 100% my frametimes are now 100 rocksolid and perfectly fine. No more stutters.

i have an i9 13900HX and now i use -threads 9 -> to use all 8 P-Cores and it works.

Getting 80-95% GPU usage.
About 300 to 500 FPS running around Inferno on a local server without bots.
I think what you guys have is a CPU bottleneck. Which would make sense because your GPU util isn't at 99%.

even with gtx 1070 and Xeon X5670 I have 70-90 fps (compared to 30-50 befoer applying the fix)
Ive moved to 2 brand new hardware setups, including my most recent $3k setup with entirely new windows license, no migrated files or config settings.
The only thing still in common is the monitors. There seems to be an issue requiring people to use the -vulkan setting if they are getting random lockups. I don't have a temperature issue or a driver issue. Ive tried old and new drivers. I also don't run out of power in this instance, there is a probably with the way multiple monitors and different resolution/HDR settings/refresh rates if there are any differences between the two monitors. In my instance i have both an ultrawide as a backup and a standard 1440p 27" as my main.
If you have crashes I recommend unplugging the other monitor, or loading in with -vulkan in your launch settings for cs2 even though it may result in somewhat lower performance. Better than locking up in an uncrecoverable state mid-game.
Gpu usage %35 - 55 on max settings (1080p). But my cpu is 5600x so thats might be bottleneck problem idk. Normaly 200 fps is ok but i also bought 280hz monitor so i need at least 280 fps as stable.
