CPU:5900X(pbo between 4.6 and 5ghz)
RAM:a lot at 3200MHZ
Getting generally low usage, no CPU core is above 80% and GPU loafs around under 50%. Fps around 300. But the problem is the lag and stuttering.
I have an i5 12600k and Nvidia geforce 4070
you might be running into the nvidia bug where the gpu is not being stressed hard enough and sits idle
Must be the full NVIDIA Experience.
i have a 3070 my friend has a 3080
we never ran into outside of the first few days of the limited test where shaders had to be compiled
I assume your also running on an ssd?

right click the CS2.exe and check disable full screen optimizations
I am still sitting at 20% GPU usage and like 140 fps whenever I get into a game.
GPU usage fluctuates between 60% to 99% depending on whats happening on screen.
What are your other specs if you don't mind?
RAM, CPU, etc.
Also do you have any special power settings in Windows or NVIDIA?
I really want to get to the bottom of this since a lot of people are having my issue.
