No 5 year coin?
First played CS:GO on this account September 21st, 2018 @ 18:49 GMT.

It is currently September 22nd, 2023 @ 8:00 GMT, well over 12 hours after the date I first played CS:GO 5 years ago, and have yet to receive a 5 year veteran coin.

Has Valve disabled them?

I have the same problem, my account already has the 5 years service medal, and csgo was probably the only game i played on steam since then till now, i don't understand why i haven't received the 5 year veteran coin yet.

If you have a VAC ban in any game, you are ineligible for the coin. I have a VAC ban from 2014 that makes me ineligible for the 5/10 year coins.

If that's not it, then check your personal game data for Counter-Strike 2 and see what it says under "First Counter-Strike franchise game" or "Started playing CS:GO". You can access that by going to your games on your Steam profile (not the "Library" section on the client) > selecting "My Game Stats" on Counter-Strike 2 > [username here] Personal Game Data

Under the "Account Information" tab, scroll to the bottom and you should see it.
Here's mine as an example:

It's normal. I have a 6600 days old Vac for CS 1.6 and have earned 0 service medals even though I was there 5 years ago, even 10-20 years ago. It's kinda illogical and useless to attribute service medals to only those in good standing since it doesn't change anything factual (e.g. starting the game 5 or 10 years ago). These two "OG" service medals are just here to prove you're in good standing, that's all. Nothing more.

Service Medals are different from the Veteran Coins. You earn Service Medals by ranking up to Rank 40 and redeeming it.

I agree that it's silly but what can you do. Rules are rules, I guess.
