Report him to steam, and provide as much information as you can. Scammers don't get banned because the scam victims very rarely report them, and instead spam their profiles, which does nothing. Like most other steam support issues, they'll only contact you if he gets banned, or they need more information. Steam doesn't restore skins.
Also put in some time and report him to places like steam reps, so he can't scam anyone else.
