Report a translation problem
I have contacted Steam support with all the info i can possibly give them.
Got little to no help back.
If i find a fix i will post it here immediately.

Please fix the bug or maybe just revert it to CSGO without any issue
This method will work with every version of Steam.
Copy the following text:
steam://open/console
Open your web browser (Chrome, Edge, Firefox, etc.).
Paste the text into the address bar and press enter.
Confirm opening the link in Steam if your browser asks.
Steam should open the console tab.
Console launch option method
This method isn't preferred and is likely harder to do! It's also operating-system dependent.
You will need to close Steam first.
Depending on your operating system, the steps you need to take will be different. You need to find the executable for Steam (a file named "steam.exe" on Windows and "steam" on Linux), and run it using a command-line with one of the two following command
Running the precompilation
Copy the following text:
shader_build 730
Click on the command box, which is a text box.
Hold Control and press V. This pastes the text.
Press enter. Your console should now look like this.
Open Counter-Strike 2 and run around in a practice game for a few minutes.
Go get a coffee or a snack and let Steam build your shaders.
Enjoy your better performance.
