8.1 is awesome and I doubt the problem is because of the OS. what gpu do you have, and do you have the latest drivers?

Right click on csgo.exe (in c:\program files\steam\steamapps\common\Counter-Strike Global offensive), select properties, then select Unblock

There will be this message:
"This file came from a another computer and might have been blocked to help protect this computer." and a unblock button.
Press the unblock button, and then close the properties page. You might have to accept a UAC dialog first.
Reopen the properties dialog and the unblock button should be gone. Now csgo has full computer access.

I fixed it, just launch in win 8 compatibility mod or however u spell it :$

this compatability mode fix did not work for me. There is something that did. AMD (GPU) users, this is for you!
first, put your game in windowed fullscreen (if you like fullscreen) mode or windowed mode (if you like windowed). Then, open up AMD Catalyst Control center. On the old version, enable advanced mode and go to my digital flat panels, and then properties. On the brand new version, just go to display. Turn on GPU scaling. It has worked for me, and I haven't crashed or frozen since. I will update if i have problems.

I lied. That didn't work at all. It helped for a few hours, and then the game crashed again. this ♥♥♥♥♥♥♥ sucks. AMD IS STUPID AND THE DISPLAY DRIVERS ARENT SUPPORTED BY CSGO (or vice versa)

I upgraded to windows 10 and now my computer has this problem when running csgo also from time to time when I open the program the graphics freak out. I could not find the unblock button or any of that even with the compatibility mod. Any help would be great at this point I would be happy just to not have to by a new computer.
