My friend recently started using a skin changer that changes the skin only from his view so no one can see it only him
Now the question is, is it legal to use something like that?

No, its not sadly, If you use skin changer anticheat system can possibly detect IT as cheats and result in vac ban

Think about it, why would anyone ever buy a skin if you could fake using any skin you wanted, 100% VAC ban if you use one.

he definitly will get VACbanned, if he used it on ANY VACsecured server
