Fundamentally there's no difference between investing in stock options or skins. They're both a kind of "gamble", since prices may drop or rise based on external factors.
My guess is that prices are still going up with the launch of CS2. I believe they'll peak around the first two weeks after launch.
I've sold around 600 USD worth of skins last week to invest on better keyboard and monitor. It wasn't the most profitable thing to do, but improving my in-game experience weighed more than profiting over skins. I do miss my knife and gloves though.
Anyway, no one can tell you for sure when will be the best time. As you probably know, it's a personal decision.
