What does the recent policy update mean for this game?
So i can get banned if i login into for example skinclub, cs money, skinbaron etc? Maybe also sites that give me a full overview of my game info so i have to pay them 0.85 monthly for that? No thanks. They need to reverse this

smurfing is banable and begging is banable also. Yes it was something about 3rd party websites also.

-Examples of such prohibited behavior include: posting advertisements; running contests; gambling; buying or selling Steam accounts; selling content, gift cards, or other items; and begging.

Your whole list is already bannable , at least - you get forum ban for it .

That's no excuse, many pro players had better inventories and were caught cheating

logging into a third party site is not bannable

but you might get your account phished or risk some malware if the site asks you to install anything

Yes valve probably has created a blacklist of gambling websites. If you log in there and use your api key with them, your account will be flagged by steam and get banned because they want to crack down on the gambling websites for various reasons.
